As far as I know, kerbed wheels even with chunks missing can be repaired. There's a glue/filler compound which is used during the process. Buckled wheels, however, are a different story. I've yet to find anyone who can help with buckled wheels.
You *could* do the work yourself. If you good with filler, sanding, and patient.
Or just contact any one of the number wheel refurbishing companies out there. There are even mobile companies who can help.
I'd suggest, before you get any work paid for, get the wheels down to you local wheel and tyre centre, and get them to check for buckling though. No point spending good money on getting them looking unkerbed, with new rubber on, and then finding them to be buckled badly.
