Rear view mirror arm and plate - whats it for?

Just cured the vibration in the rear view mirror but does anyone know what the front jutting arm does - it protrudes and touches the windscreen where it held a black plastic plate flush with the glass (but I have removed this plate). Any issues with removing the plate?
