how come the speed limit sign is blurred out??

Google are using some software to blur out things like peoples faces and car number plates - privacy and all that...... Probably just picks out certain signs.
Fellas this is actually damn handy - follow Streetview through that tunnel and show her Selfridges and the Bullring just on the right! They'll love shopping so easier to get sign off for that Coupe work!!

"watch the totty" breaks (only for John and Mark of course )

and

"take the pi$$ out of the dirty old gits wandering up and down the road before sneaking into the Taboo cinema"
