Courtesy is the oil that lubricates social intercourse. Refusal of that courtesy because the other person doesn't matter to you is, um, unbecoming.

Recall that this person thinks it's important to him. Even an automated 'sorry, we don't as a matter of policy issue feedback' is an acceptable reply; ignoring his mails is simply rude.

It's not a question of the world owing you anything.

True, and sometimes people do need to be "awaken". But do you really think that's the best way to do it?

Most of the time, if people don't "concentrate on things that matter", maybe it's because that doesn't depend enterily on them. Especially when they're looking for a job in a somehow anxious state. I think that a simple, honest, but motivating answer would work better to help people to move on.

It doesn't take that long to do it, does it, and it works "miracles" on those looking for a job. That's how I feel it.

Pete IME an "overqualified" person is more likely to be "stop-gapping" and will move on when something better turns up than outshine their line manger. As such they can be a poor long term employment prospect.

Well, if anybody is waiting for closure on the original topic, I e-mailed my feedback to my unsuccessful applicant yesterday and, so far, she hasn't got back to me, so that's probably the end of that.

The successful applicant (him with the operational deployments on his CV) starts a week on Monday, so that's all good.
