3 of my 4 circles that surround my rear lights are bubbleing up!...is this a common problem? can i remove them and get them resprayed or replaced at all?

I guess they must come out somehow as you can buy them from Fiat (assuming they have stock) for about £25 each.

but its probably easier/cheaper to have them rubbed down and sprayed at a body shop.
