Looks like the engineers may just have succeeded in stopping the leak........ Constant live stream from the BOP system.

AFAIK the top kill route requires a few other thing in place before it can go ahead.
For starters they need to drill to 'relief' pipe lines to divert the pressure once they plug the main one up.

Well, unless it's broken again, the webcam I'm seeing is still showing a load of oil coming out? Yeah, that wasn't there earlier..... The US Coastguard (the flying fagpacks as we used to call them due to the branding on their helicopters, that funny red stripe) pre-empted BP's own announcement by declaring the mission a success. BP later said they had "slowed down the leak" and were still confident. Truffle: as I understand it, the idea of the first stage of the top kill is to pump thick drilling mud into the BOP to a certain pressure which is equal to the pressure of the oil trying to escape, thus testing the system integrity before they start pumping cement into the BOP, thus sealing the wellhead. The fact that oil still appears to be leaking, albeit slower than previously, suggests to me (a total armchair non-expert!) that their fears that there may be weakness/fractures within the BOP have been proved correct and they'll now be assessing whether they can seal those fractures, either with a junk shot or by some other means. Like I said though, I'm no expert at all on this, just done some reading and am very interested in the technical challenges of trying to resolve this one mile underwater.....!

You do realise what will happen to an awful lot of pensions if BP *do* hold their dividends?
A cynic might observe that Obama wants to fine them largely because their taxable profits will be so much lower this year - if they're paying taxes in the US (I don't know).
But an alternate observer might wonder - given the regulatory background of the States - who did the environmental impact survey, who did the risk assessments, who approved the disaster recovery plans, and - most significantly - who, in the knowledge of those plans, approved the drilling licence and thereby accepted the risk?
Bleating about 'oh, we never expected this' is not satisfactory, and neither is the six years of legal battles that will follow. If your primary and secondary safety systems fail, then there will be a need for a tertiary system and possibly more. The initial cause of the incident is still unknown, but the explosion and sinking of the platform that resulted from that initial cause meant that a mile of pipe ended up bent at the bottom of the sea. The pipe-bottom safety valve failed and let oil come out of the pipe - and the oil came out at pressure because it was a new well and was still pressurised.
Perhaps future exploration licences will require that two wells be drilled so that pressure can be reduced more quickly?

Forgive me for being a lttle cynical about Mr Obama's speech regarding America having to look towards 'greener, leaner' fuels, but given that Oil is one of, if not THE, biggest industry in the US, how likely do we think it will be that he can make cutbacks to the Oil industry after all this...? Methinks not

Perhaps future exploration licences will require that two wells be drilled so that pressure can be reduced more quickly? I think you will find they do elsewhere, Canada being one location, but it is obviously cost prohibited, hence not everyone does, well didn't!!

From Oil & Gas Journal ...5 days before the explosion, on Apr. 15, BP’s drilling engineer called the Macondo well “a nightmare well,” and that despite difficulties, BP “appears to have made multiple decisions for economic reasons that increased the danger of a catastrophic well failure.”
(US House Energy and Commerce Committee leaders) said, “In several instances, these decisions appear to violate industry guidelines and were made despite warnings from BP’s own personnel and its contractors. In effect, it appears that BP repeatedly chose risky procedures in order to reduce costs and save time and made minimal efforts to contain the added risk.”
The well was significantly behind schedule when the blowout occurred, which apparently create pressure to take short-cuts, they added.
In particular, they said, the committee is focusing on the decision to use a well design with few barriers to gas flow; the failure to use a sufficient number of “centralizers” to prevent channeling during the cement process; the failure to run a cement bond log to evaluate the effectiveness of the cement job; the failure to circulate potentially gas-bearing drilling muds out of the well; and the failure to secure the wellhead with a lockdown sleeve before allowing pressure on the seal from below.
“The common feature of these five decisions is that they posed a trade-off between cost and well safety,” (the Committe leaders) said. That doesn't look very promising for bp

Please excuse my ignorance - i appreciate they cannot stop it an they have tried blocking the hole but cant they make some sort of funnel so they can at least suck the crude oil up into storage tankers?
