You need to run a turbo with an external wastegate, you can then vent the wastegate straight to atmosphere with a short 'exhuast' run from it.
If you are running a stock turbo with an internal gate, then that will have to go, add an external wastegate, and some custom fabrication then you have your noise on boost... around £1000-£1500 should cover it.

I had a screamer pipe for a month or two and then connected it to the exhaust line, the sound is funny at the beginning but you get tired of it very quickly...

If you could afford to do it as you like the idea of it this thread won't stop you. However your not missing out on power even if you do fit a new turbo. Mines still internally wastegated and still pulls fantastically without a potentially weird noise.

External wastegate without a screamer pipe is not too loud at all.
On a moderately tuned car (most coupes) there is no need for an external gate, but you WILL gain power by running one - whether you use a screamer pipe or not!

cheapest what to do it?t2 or t3 adaptor with external wastegate take off from ebay, circa £50,external wastegate and short pipe for screamer £60 odd off ebay, weld internal gate closed on your standard turbo £free-£10 paying someone,et voila you have a screamer pipe and external gate, you will have to jig the exhaust a bit but should be easily doable and youll gain a bit more flow in the exhaust.

the problem there is you would need an aftermarket manifold, which is expensive,as cutting and then welding a pipe to a cast manifold is very tricky

That is going back into the exhaust, not being vented to atmos? It was a screamer pipe until it was doing his head in. They welded it in after a few runs out. That was his first build with the GT35R set up... Wasn't quick enough though, and he ended up with a GT4088 at 3 bar. I think he had a vent to atmos screamer on that for a little bit as well... Not for long though. I can't make out where it's going on this build. Clicky Clicky Every time he went out in it there was a change. Ahh.... Clicky
