Just after a little advice please.

I live in a house that has been converted into 5 flats.
Each owner of a flat has a 20% share in the maintenance company.
We mainly look after the property ourselves, most of us do are bit.
3 of the flats have a communal stairway which we had a cleaner costing £30 per quarter.
So between the 3 flats we paid a slightly higher maintenance to cover the extra cost.
At the last AGM it was agreed we would no longer use a cleaner as they were not doing a great job, mainly the top floor being missed.
We would take turns cleaning the stairs was agreed.
The guy on the top floor has reduced his maintenence payment because he feels he has not benefited from the cleaner for 2 months. However he still uses the rest of the clean stairs to get to his floor.
This guy does do his fair share of work around the house but always moans if he doesn't have his way. Very annoying bloke.

What can be done legally to make him the missing part of maintenance ?

Wouldn't it be easier to continue paying the £30 a quarter, but finding a decent cleaner to do it instead?

Bumped into him this morning, another neighbour had told him what she thought of him.
Also mentioned he should check his lease & the probably comes of not paying his maintenance.
Check left under my door for the remander of his maintenance.
