According to the AA website, emissions limits that apply to ULEZ are as follows, with values reported on on the Certificato di Confirmita CEE which I have for my 20vt Plus shown in bold afterwards

Euro 4 emission limits (petrol)
CO – 1.0 g/km 1.337
HC – 0.10 g/km not given
NOx – 0.08 g/km not given
PM – no limit not given

So it fails on CO, but before you get your hopes up on NOx, the total HC+NOx is given as 0.383 vs. the limit of 0.18

The Fiat Coupe is only Euro 2 compliant at best frown

Limit is 0.08
The fiat coupe vt6 must be near that limit
I have to wait up to 3 months as I asked fiat for a certificate of Conformity

Yes 0.08 for NOx but figure is not given on CEE, only HC + NOx for which limit is 0.10 + 0.08 = 0.18.

If your CEE is the same as mine, it will not give a figure for NOx so that 3 month wait may be for nothing...

Unfortunately the CoC will not give you that breakdown between NOx and HC figures. The requirement to do so only came in on the Euro 3 standard. Euro 1 and 2 lumped the HC and NOx in together, Coupes being Euro 2 vehicles I doubt you will ever find the info short of getting it tested yourself (which no doubt they would accept even if it met the standard!!)

--- Here are emissions from the fiat Manual but CO is given as a percentage and the HC is p.p.p.m .. can these figures be converted

Unfortunately those figures cannot be converted to g/km without filling in certain unknown assumptions.

The ppm figures in the handbook refer to the concentrations of CO and CO2 present in exhaust gas -- to know the the actual amount in grammes produced in one kilometer, you would need to know the volume of exhaust gas produced per kilometer of driving.

Of course we all know the latter very much depends on driving style/terrain!

It seems the way this is assessed for the Euro emissions measurements is on a dyno, with a rather specific simulated driving schedule (the New European Driving Cycle).

Without actually doing that measurement, all we can do is plug in a guess as to the exhaust gas volume per kilometer for a VIS under those conditions which -- in turn -- makes whatever answer you might get far from definitive.
