Rotherhithe is pretty good I think, but I can never find the northbound entrance.
Kingsway is good for a quick blast - short but central, as is Hyde Park Corner to Green Park (more underpass really). Heathrow is good for noise, especially that really tight lane, but painfully slow.
Limehouse too, but the last time I went around there I got paranoid about the speed cameras - 30mph on three lanes of open tarmac is difficult.
There must be others, but my brain in not working too well today.

I guess you are asking for making noise - Rotherhithe would be the best bet, as its still lined with tiles, so its a noisy place.
But bear in mind its also pretty narrow, there is no seperation between opposing traffic, and its open to pedestrians and cyclists. As with all the tunnels it is also VERY closely monitored with CCTV. Whatever you get up to, someone is watching.
As well as those mentioned above there is the tunnel on the M25 to the north, Hatfield on the A1 (bit out of london) and I think there are a couple of short ones on the A12 north of Blackwall. Thats an engineer's definition of a tunnel, though, so a tunnel is anything where there is a roof over a road for 150m+. Some of them are really big bridges.
1. Think of something witty and urbane 2. Imagine it written here

There is a tunnel that goes into heathrow airport too.
They might get funny if you blast through more than a couple of times though.

Isn't Rotherhithe a 20mph limit?

Yeah.. you're not meant to drive on the pavements Ben. I've recently swapped a part of my exhaust (ahem) and it's now setting off car alarms... again.
